Absolutely. Here is a whitepaper that lists the steps needed to migrate from a Microsoft CRM Online deployment to a Microsoft Dynamics CRM 4.0 on-premise deployment. This process will move all the CRM data as well as the customizations and configurations to an Onpremise deployment.
Please share any gotchas if you try this in a production migration.

One of the most common questions asked by prospects is – Will online work for me? In other words, is there anything I will be missing if I decide to go online?
Functionally, both Online and On-premise are very similar with few minor differences. If you were to just use out of box features, it does not matter really.
However, if you are planning to extend CRM, there are differences you should be aware of. The table below is taken from CRM 4.0 SDK. While not fully exhaustive, it gives a very good idea of what extensibility mechanisms will work for what deployment.
